In May 2004 Regulation 4 of the Control of Asbestos Regulations 2002 came into force as a legal requirement, the 2002 regulations were superseded by the Control of Asbestos Regulations 2006 and then the Control of Asbestos Regulation 2012, but regulation 4 remains the same.

Regulation 4 requires duty holders of non-domestic premises to assess the likelihood of the presence of Asbestos Containing Materials (ACMs) (an asbestos survey will give you this information) and, where they are found, produce a written management plan which assesses the risk and identifies the measures to be implemented to manage the risk.
